Is THIS true?

Just now, as I was trying to have compassion for the co-worker who is microwaving a fish (it fills the office with the smell of hot sea and stays all afternoon), he entered the kitchenette and asked me if I got a hair cut. I said "yes."
Him: You can tell. (long pause) Do you cut it often?
Me: What do you mean?
Him: Do you ever let it grow?
(with a hand gesture indicating really long hair)
Me: Yes. I was letting it grow before I cut it.
Him: That's good. If you cut it too much it won't grow back.

Seriously. He seriously believes that. Any thoughts? Is there ANY truth to that statement? Also can we talk about the "You can tell" statement?

It's like that episode of Larry David where Larry, Larry's wife and Jeff go to a party thrown by the head of ABC, and the downstairs bathroom doesn't have a lock, so Larry sneaks upstairs and ends up running into the ABC guy's daughter who has a doll with really, really long hair.

Larry convinces the girl to cut the doll's hair, and a little while longer at the party the girl flips out when she finds out the hair won't grow back, and the head of ABC gets pissed at Larry and wants to cancel the new Julia Louie-Dreyfus show Larry's trying to get going.

Jeff's daughter has the same doll, so Jeff and Larry go to Jeff's ex-wife's house to get the doll, but Jeff's ex-wife comes home and Larry takes the doll head and sticks it in his pants.

Then Jeff and Larry go over to the ABC guy's house and gives the head to the ABC guy's wife, who thanks him. When Jeff and Larry get back to Larry's, Jeff's ex-wife is standing out front, super pissed off, and starts yelling at them to get the doll head back. So Larry and Jeff go back to the ABC guy's house and get the doll with the short hair, and they give that to Jeff's ex-wife.

Later that night, at a screening for a new ABC show, Larry tells his wife to watch out while he goes into the women's bathroom because it's too dirty in the men's bathroom. Cheryl doesn't watchout and the ABC guy's daughter walks in and hugs Larry, who just hid his water bottle in his crotch because they won't let him take it into the theatre, and the daughter runs out of the women's bathroom yelling that she touched Larry's hard crotch.
